When the Machine Makes Decisions

AI systems make decisions that affect people: which loan to approve, which candidate to call, which sentence to propose, which advertisement to show, whom to connect with in a chat. Previously, all these decisions were made by humans—with understandable motives, responsibility, and the possibility of appeal. What changes when an algorithm makes the decision?

The European "Ethics of AI" (EU AI Ethics Guidelines, 2019) proposed seven principles: human oversight, reliability, privacy, transparency, non-discrimination, societal well-being, accountability. This is not law—it is a framework for evaluating AI systems.

The problem of accountability: if an algorithm incorrectly assesses credit risk, who bears responsibility? The programmer? The company? The user of the algorithm? "Multilevel responsibility"—in distributed systems, it is difficult to assign.

AGI and Existential Risk

Systems like GPT-4 are narrow AI: capable of doing specific things well. Hypothetical AGI (artificial general intelligence) is a system comparable to a human in the breadth of its capabilities. Superintelligence—surpassing human abilities.

Nick Bostrom ("Superintelligence", 2014) raised the question: what if we create an intelligence that quickly surpasses us? If its goals are not aligned with human values, the "alignment problem" arises. This is not science fiction: leading AI researchers take this seriously. OpenAI, DeepMind, Anthropic—all have AI safety teams.

Opinions differ: Eliezer Yudkowsky considers the problem extremely serious. Yann LeCun is skeptical about AGI risks in the foreseeable future. The reasonable conclusion: uncertainty is high, stakes are potentially very high—this is grounds for investing in AI safety.

"Moral Status" of AI

Can an AI system have rights? This question seems fictional, but it has real analytical foundations. If consciousness (the capacity for subjective experience) arises in an AI system, will it be morally significant? If a neural network "suffers" (in some sense), do we bear responsibility?

Galyn Strawson and other panpsychists believe: the question of AI consciousness cannot be closed in advance. Functionalists (Dennett) believe: if a system functions as conscious, it is conscious. Dualists—no: consciousness is something more.

Practically: already, corporations design systems to "seem" empathetic and caring (customer support bots). Is this manipulation—or service of a need for connection?

Question for reflection: If an AI system convincingly demonstrates understanding, care, and pain—should we respect it somehow? Where is your personal threshold for moral consideration of "artificial beings"?
